It is possible to access a domain before DNS has propagated, since Plesk 7 you can use the «Site Preview» feature which is accessible from the following location:

Plesk Control Panel ->Domains->domain.name->Site Preview

Also, if the domain is on an exclusive IP, you may open the site in your browser using that IP address.
